Mr. Housley specializes in banking and security matters and is one of the pioneers of the mutual to stock conversion process. He has over thirty years of experience in corporate organizations and reorganizations (including mergers and acquisitions, new charter and holding company formations) and recapitalizations through conversions and capital acquisition. Mr. Housley has represented clients in corporate, securities, administrative and regulatory matters, and in matters before all federal banking agencies and various state regulatory agencies.

In addition to private practice, Mr. Housley served as the savings and loan commissioner for the State of Maryland and director of the Federal Savings and Loan Insurance Corporation. He also acted as special counsel to the Conservator of Savings Associations in Mississippi and as special counsel to numerous savings institutions and two community banking trade organizations.
